Job Description
Duties: 
Provides support services in the areas of litigation, municipal court prosecution, investigation of claims, and preparation of contracts and ordinances. Researches and provides opinions to the public and staff on legal matters pertaining to the City. Performs legal research, prepares drafts of pleadings, and performs general legal assistance to other staff attorneys assigned to specific cases. Serves as prosecutor for cases approved for prosecution in the City of Norman Municipal Criminal Court. Is available for consultation with attorneys representing parties in the Municipal Criminal Court in efforts to reach settlement or plea arrangements prior to court appearances to speed up in court procedures. Processes, through accepted legal procedures, all Notices of Bankruptcy filed with the City of Norman. Reviews and approves Oil and Gas Insurance Policies and Statutory Construction and Maintenance Bonds. Reviews and approves as to form contracts to go before City Council. Maintains a litigation case load as directed by staff attorneys. Maintains a current litigation report or case notes on all assigned litigation cases and participates in the review of active litigation conducted by Assistant City Attorney III. Provides assistance and advice to Legal Intern when necessary.
Other Responsibilties: 
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications. Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, and presenting legal information to management, elected officials, and others.
Working Conditions: 
Work is performed in a normal office environment where there are little or no physical discomforts.
Job Requirements
Education and Experience: 
Law degree from an accredited college or university or must be obtained by May 31, 2012. One year of progressively complex and responsible related work experience or equivalent combination of education, training and experience in order to provide quality legal representation and assistance to City staff.
Knowledge: 
Municipal, state and federal law effecting city governments. Judicial procedures in all applicable courts. Methods and techniques of legal research, analysis and report presentation.
Skills: 
Preparing clear and concise reports, correspondence, and other written materials. Public speaking and persuasion. An advanced level of interpersonal skills necessary in order to develop cooperative working relationships with employees, senior management, and elected and judicial officials.
License and/or Certification: 
Admission to Oklahoma State Bar no later than September 30, 2012 and must be eligible for admission to practice law in Federal Court. Maintain current memberships in the Oklahoma Bar Association and the American Bar Association including Continuing Legal Education requirements.
Mental & Physical: 
Ability to analyze complex legal and/or administrative problems, evaluate alternative solutions, and adopt effective courses of action. Ability to maintain regular, predictable and punctual attendance.
